I have always wondered this too.

If I dust first, some of the dust will go on the ground which then can be vacuumed later. However, the vacuum usually puts more dust in the air and then it would need to be dusted again.

Suppose this wouldn't be a problem if the duster would pick up 100% of the dust and the vacuum had perfect filters that didn't provide any additional dust.

I think it would depend on your vacuum. If your vacuum throws around a lot of dust, then vacuum first, then let the dust settle and dust with a damp cloth (when possible). If your vacuum is newer and won't spit the dust back out, I would go with dusting first, then vacuuming.

I supposed that if you really want to go nuts you could dust, vacuum, dust. That failed, I would go with a hermetically sealed clean room.

I vacuum first, then swiffer dust and call it good. Both put dust into the air, both put pet hair into the air.

I dust first and then vacuum. I figure any dust I kick up will settle to the floor by the time I'm done and will get vacuumed up. I have a Dyson with a HEPA filter so it contains everything pretty well.
