Razer Snapse is just on-board memory that stores settings (macros, DPI, etc.)

Devices can be customized once and then swapped instantly with other computers or the same computer without having to reset. It's far from groundbreaking, but it does simplify the process. Why not take any load away from your computer possible?

I have a Belkin n52te and it's nice to be able to plug it in while a game is going if I forget before. There is about a 1 second delay before it's usable and I'm sure that it would cripple some games to take up processing power for up to a minute while loading keymaps. Again though, it's not a big deal, just convenient.
