If nothing is working out in your favor, honking would probably be a good idea. I have been on the other side of the table and I know how dumb it looks to not have the headlights turned on, but I usually pick up quickly by looking at other cars which do have their headlights turned on and I turn mine on right away. A smart driver should always be able to pick up cues from other drivers on the road. Usually a beamer/flashing lights work, if not, I suppose honking might work, depending upon who the driver is. I usually try to get close in that case and look at the driver to see if I am even in a position to say something or not.

I've noticed that when it rains, people don't turn on their lights. On the highway it is hard as heck to see them.
Drives me crazy!

That and tinted windshields and front windows. I though it was against the law, because cops can't see the person when they stop the car. But it is hard to even tell if the person saw you at stop signs or parking lots.

Perhaps they think they save fuel by not using their lights? I don't know why, but I'm seeing the same thing around here. And an increase in people who don't have tail lights on their cars.

Look at it from the other guy's POV: you need to make sure you don't send the wrong message, but more importantly you need to make it clear that you are sending a message.

For oncomming traffic, flashing your high beams might work. (Flashing your brights normally means "you left your brights on" or "your lights are off" or "speed trap ahead" so if the guy realizes you're talking to him, it should work.)

If you are behind someone, flashing your brights means get out of my way. In the left lane, this can be appropriate, if there is room for the other guy to move over; otherwise it means you are a jerk. Regardless, it doesn't mean "your lights are off."

Turning your lights completely off & back on several times might work, but only if they notice you doing it, so you might need to do it ten or twenty times. And if you are behind them, they probably won't be watching you all that much, so this won't work that well.

@coldwatercreep: Be aware that in many places, honking isn't legal except in emergencies. I think this is true in MD, but maybe only in cities. I'm not sure having one's lights off counts as an emergency. But I agree with this posting, people certainly are driving around with their lights off, in the rain and/or dusk, and it's annoying and unsafe!

I've wondered lately if people don't realize their lights are off because many new cars the dashboard lights are all on when the key is turned, not just when the lights are on. I've got an 06 4 Runner that I've done that a couple of times with just because you notice the dash. There is a light that indicates the lights (or fogs) are on that I need to pay closer attention too.

PIT maneuver and verbal communication once they are off the road--which is obviously the safest thing to do.

Whenever I am in your position, where all the safe options have been exhausted, I throw some of the various cracker/chip snacks I have around the car at their front windshield or side window until I get their attention. If that fails, I give up and hope he/she realizes that the lights are off before something bad happens. I just make sure I am either going in the opposite direction or get way out in front of them and stay in front.

@dontwantaname: I think most new cars least mine and the ones I looked at before getting mine come with automatic lights and they don't usually turn on in the rain unless it gets dark or the rain is super heavy. For this reason I think it might be hard to get people to turn their lights on if it's during the day and a rain slight rain storm. At night that's another story.

People are idiots but if you get around to fixing this work on telling them not to block intersections next. Just because the light is green doesn't mean you can go. You have to wait till you have room. -.-

Last I knew, if it's not night, they don't legally have to be on, so I guess you can flash your lights and then just have to move on.

I live in Pennsylvania and just Today saw someone doing this at night in a lit area, but not even a highway. We flashed our headlights to no avail. The second he/she turned off the road onto a more rural one they'd realize it because most streets aren't lit around here, but it is that in between time that could have killed them. Luckily they were going in the opposite direction =p

Write a letter to your senator requesting a law requiring drivers to have headlights on at all times. Absolutely no reason to drive without them.

@dravack: My Ford Fusion has automatic lights. If you turn on wipers for more than 5 seconds, then it will also turn on lights. Here in CA it is the law to turn on lights when the wipers are on, but so many people aren't.

@uzimmermann: From a quick Google search and not being a lawyer myself. I'd say that's only partially correct. The law is not if wipers are on then lights must be too. It's if vision is impaired then the lights have to be on. The CA drivers hand book says if vision is impaired passed 100 feet another site I found said it was 1000 feet. So I dunno either way your point is still valid and this is probably more so the senators kids or whoever has some wiggle room to get out of it.

But yeah people probably don't think this that they don't have to have it on because of this. They probably just don't care. But if you ever forget and get a ticket it might help lol.

Just to clarify, you're talking about at night right? I only ask because I know some places have headlight-laws (even during daylight hours). If you're talking about after-dark, then I'm actually kind of surprised...must be some kind of local fad heh

All board members will have paint ball cannons built into their cars. They can shoot offending cars. It will be washable paint, but you will have to actually wash the car, not just let the rain wash the paint off.

As you can see, I have too much time to think about this stuff while I walk the dog.
