Is the chest size measurement based on your chest size or the chest size of the shirt?

So i'm planning on buying a light weight hoodie from shirt woot but I'm unsure on how the sizing chart works for the chest area. If I were to buy a small, does this mean my chest size should be 18 inches (meaning the hoodie they send will be a bit wider than 18 inches) or the chest size of the hoodie/shirt will be 18 inches when ordered? I don't want my hoodie to be my exactly the size of my chest or it'll be uncomfortable. I'm 5'7 and my chest area is roughly 18 inches and i'm 135 pounds

The measurements provided describe the item being sold.

To expand on what @goldenthorn wrote, the shirts/hoodies are measured while lying on a flat surface, from one side to the other, unstretched. A shirt which measures 18" across should fit a 36" chest without stretching (Front of shirt 18"+ Back of shirt 18"= 36").
