I'm a girl so I'll take a stab at this.

IMHO, it's not based on age. It's simply based on whether you look good in it or not. I've seen 22 year olds who absolutely should not be wearing a mini skirt and 50+ year olds (out in LA) looking ridiculously great in them.

It's something that you should judge for yourself, base it on both how you look and how you feel about wearing one.

When I was younger, I'd wear them frequently. Right now, for me anyway, I don't feel it's appropriate.

BUT, that doesn't say who thinks it looks good. If it's the wearer, and they want to wear a miniskirt, they're going to think they look good in it. The rest of us, on the other hand, are often looking for a fork or other useful tool to gouge out our eyes once we see them wearing it.

I just saw a receptionist at a hospital wearing a short skit, long socks, with pig tails and she had to be around 40. It was not flattering but it is considered cute in Japan so they can get away with it.

I think mini skirts are ok on any starship with the name Enterprise. Who can argue that miniskirts don't look great in space :)
