Business casual, I'd say... So polo and khakis min.

I believe (at least around here) that debates are a rather formal affair and the students have a specific dress code. I would ask your niece. I bet she'd be glad to advise.

Otherwise, I'd go slacks/shirt/sportscoat/tie. If you look out of place, you can take off the jacket and just go shirt/tie.

In my debating/judging experience, business attire is generally recommended for students, but judges don't really have a dress code as far as I know. Most (on the East/West Coast at least) just show up in fairly casual clothing. Certainly there'd be nothing wrong with a tie, but it's probably not required. Good luck to your niece!

I would say business casual to business professional. Slacks, collared shirt, tie and jacket are optional. (I just realized I'm assuming your male, as a female, slacks/skirt + nice blouse.)

@thumperchick: Yup, I'm female. Forgot to mention that in the original post. :) Thanks for not assuming. The advice so far has been great though. Not a big fan of skirts so everything has been applicable with the exception of ties. Though now I'm tempted to grab a bow tie thanks to @captainsuperdawg. Bow ties, are indeed, cool. :D
