Will a external hard drive that is labeled 12 volt be able to handle an adapter that is 13 volts?
I have an hard drive in an external enclosure that says it needs a 12 volt power supply. I can't find said power supply but I have another power supply that is for an old printer that is 13 volts. My instinct is that this will destroy the hard drive (or at least the enclosure if I plug it in and turn it on. Is this safe to do?

A variation in voltage that small shouldn't be an issue - the bigger issue will be the amperage provided by the power supply. If the power supply doesn't provide enough current you may not be able to spin the drive up and make it ready, or you may see random failures on the device.
