I'd have to go with Calvin. (Of Calvin & Hobbes) Mainly because he reminds me of me.

Does Xzibit count as a cartoon character? He makes me laugh, though he's not really my favorite.

For me, probably Huey Freeman from the Boondocks. I sure hope season four of the animated series comes to be.
