Judging from the suit shown, I'd guess it has to do with a looser fit around the chest and belly. The only reference I could find to it via a google search is for Jos.A. Banks items, so it appears to be a proprietary descriptor. Sounds nicer than "stout," which used to be used by various manufacturers.

Big is usually for fat guys who are average height. Tall is usually for tall guys of average build. I'm guessing that regal could be for tall fat guys like me.
