Depends on your phone.

My first Android phone could have tethered but T-Mobile purposely disabled it. My new phone does have tethering capabilities.

I can either tether through a USB cable or my phone can act as a wireless 802.11 network. Not sure if your tablet could support the USB cable tethering so check your phone to see if it supports the wireless method.

Depending on your phone and provider, yes, you can use your phone as a wi-fi hotspot to tether your Wi-Fi only tablet to. Most Android phones with Gingerbread or later have tethering built-in. You might incur fees from your wireless provider if you use their stock tether app. If you're savvy enough, you might want to look into rooting your device or loading CyanogenMod to get the most out of the device.

I see now I should have included my phone and ereader/tablet. ZTE Warp N860 with Boost Mobile, and B&N Nook Color, is it possible?

The Nook Color will do it.

The real questions are whether your phone has the software and your provider allows it.

On your phone, go to Settings, then Wireless & Networks. Do you have Portable Wi-Fi hotspot? If so, you have the software needed. (If not, you can root your phone and add the software.)

Then you get to the question of whether your provider allows it. TMobile doesn't seem to care in my experience though I don't use all that much data. AT&T and Verizon do care and will do all sorts of bad things to you if they catch you doing it and you aren't paying them for it. I don't have any experience with Sprint, though I can ask a friend tomorrow at work.

I have no experience with Boost Mobile.

Also watch out for data restrictions. Streaming video can use up a lot of bandwidth, so if your plan is limited to 2gb or so of data a month you could get in to trouble really fast.

In order to tether from my phone (HTC Desire) I had to root the phone then download a free tethering app from the android market

After lots of research for an Iconia A500. I went with:
Root Android Phone
Install "Android WiFi Tether" (google search for project site)
Create WiFi Hotspot
Connect tablet

Without rooting my phone, I downloaded pdanet which enables usb or bluetooth tethering using my phone's data. The only downside, is for free you can't go to secure sites. With a one-time fee of $15, you can go to any site.
