It's not possible. Lithium Ion battery chemistry results in cells in the 3.2v to 4v range. It's not possible to make a 1.5v Lithium Ion battery.

What you can do, however, is modify a device that takes 2 or 3 batteries in series and rewire the battery area so that they are in parallel, keeping the voltage down to the 3 - 4.5 volts the device requires.

You'll find it harder to get a battery charger for these, since they mostly go inside of devices that have their own built-in chargers, like solar landscaping lights. Do NOT use a NiMH charger on these.
