Since Leap Day is an "extra" day, many traditions say it is a day when the usual conventions are disregarded, or reversed - i.e. women proposing marriage to men. I think any "reverse" food would be appropriate, like upside-down cake or chocolate cupcakes with vanilla icing. A reverse chocolate chip cookie would be a chocolate cookie with white chocolate bits.

since it is a magical day and all, i would recommend unicorn poop cookies. someone here posted a link to the receipe, but i can't remember who or find the link.

I came to say frog's legs but was beat out. How about bunnies instead of frogs? Easier to decorate.
