I would like to be able to burn a dvd and then burn in back onto a blank disc. Or if it is possible just to burn it to a device that is hooked to my t.v. and i could watch it of there. Either way i just want to save (burn) a dvd and have a way to watch it later...

I got one a couple of years ago, Memorex 32023223. It's worked fine for me. Not sure of all the specs; CD up to 52X and DVD up to 20X, maybe. Fast enough for my needs easily. It also has Lightscribe, USB connection, external power supply. I initially bought a slimline drive that was powered completely by USB. Complete failure, wouldn't even recognize a lot of of discs I tried to read with it. Sent it back after about 2 days.

What will you be recording from? such as using an antenna recording TV or recording off cable TV.
We need to know if you just want a DVD burner for your PC(USB or internal) or if you want a standalone DVD Recorder(also called DVDR).

My desktop has a built-in DVD-RW drive, don't know what brand. It would help if you could post more about the equipment you are using.

you want to RIP a dvd, and then * BURN* it onto a blank DVD.

DVD burners for your computer are all fairly similar in quality, in my experience. I've gone through at least 4 or 5 over the years. Just get something with decent reviews that is cheap.
