I would guess both. I virtually never watch television these days, but over the past couple years I've noticed a lot of dirty jokes, though usually subtle, in As Seen On TV products. Check Youtube, there are TONS of products that have even more blatant names too. And some of them are real, with legitimate websites and everything.

Meh. They laughed at the name iPad when it came out. But somehow I don't think this will have the consumer acceptance that the iPad did.
