There have been some deals for laptop type devices sporting the windows CE version. You may want to check if they can be wiped and have android installed.

As far as the external screen goes.... hm, you'd have to check if it has vga out before buying.

Are you computer savvy? If so, you might be able to build a small form factor pc for close to $100.

*A motherboard+CPU will be about $80.
*RAM will be about $25 depending on how low you're willing to go.
*A hard drive will be needed. You'll need something solid state if it's gonna be in a high vibration environment (like a car). You can technically run an operating system on a USB drive, saving you the cost of a SSD, although don't expect much speed if you do. A SSD is probably the way to go, although they can be expensive.
*Lastly, you need power. You can buy a "picoPSU" which will power your computer from 12V (which is what your car system is) for $25.

Overall, you're looking at $150-$200.

Go to the corner of 7th and G Street SE and there's always a guy selling all kinds of electronics out of his van for ridiculous prices. That is if you don't mind the scratches and a little bit of blood on some of the items. Tell him Tony sent ya.

If you watch PacificGeek.com's "Nooner" deal you can often find cheap computers (including laptops). If you keep in mind that the ones you will find there are mostly designed to run XP or equivalent, then you may be able to get a good deal on exactly what you want.

@straub: Yeah, that's what I was looking at before the laptop thing; I guess what drew me towards laptops was the fact that they are mobile, so I can take them out whenever, and the fact that they have a battery so I can save car battery power sometimes. But the fact that mITX is much easier to power anyway, and doesn't come with a useless extra screen is probably better. Thanks!

I have recently seen some sub $100 refurbed tablets and I also saw a chrome based netbook (dual core atom cpu) near that price.

@ohcheri: Pawn shops gouge. They take merchandise off you for 10% or less then sell for 80% of used retail. I was curious, recently. I found a dell laptop (red) at a Super pawn and found it cheaper on ebay.
