Hit the 99cent store for your baskets, ribbons and other wrapping things. They're really cheap and can make your basket look professionally done. This is important as presentation is half the battle. Movie baskets are usually the best. You can buy the supersized candy and popcorn for cheap, put it in a basket, and add a couple movie tickets for under $30 bucks. If you are making multiple baskets, I recommend looking into the ticket books they sell at Cosco.

Chocolate is also a good solo choice because you can buy it cheap and just transfer it into a an expensive looking container.

@kerowyn: Just bought some stuff for that. Got a popcorn maker from Best Buy ($14.99, and yes it was through a Woot Deals link) and then a full series of Everwood ($10 from WB Store). I fail to understand Everwood (but the mother-in-law loves it). It is like a western without the violence and foul language, where is Clint Eastwood when you need him??

Depending on where you live:

Michael's has great baskets (find a coupon in your local newspaper).

Big Lots usually has a good selection of the cellophane bags for baskets (or cookies) - then just put your basket in the bag and tie it up with ribbon.

Trader Joe's has pretty decent wine for a very frugal budget. Their wines start at $2.99.

Don't forget the 'shred' to help fill the basket (pretty much anywhere).

And adding a pretty Christmas Ornament is a nice decorative touch - again, try Michael's or Joann for a nice one.

Finally, Cracker Barrel (restaurant) has a great gift shop - they have wonderful old-fashioned candy and snacks that would be great for a basket, plus they have really nice ornaments very reasonably priced.

I would try hitting the garage sales on the weekends or the Goodwill/Salvation Army stores. They actually have some good items (new too) and plenty of knickknacks.
