You don't download an instant movie. You stream it. It is not "on" your pc (laptop, tablet, phone) so, no, you can not copy to a dvd.

There are some capture programs that make it possible, but they are illegal.

The file does actually download (assuming you mean downloading it to your PC and not to your PC, but it is kind of worthless to burn to a disk.

I don't remember the directory off-hand, but you cannot use it in a regular DVD player or without first "activating" the video.
