Wow, I have no idea. Is the robot in the picture? I haven't run across any but I will keep an eye out. (Looking behind me for a robot.)
When were you there last year? What part of the district did you see them in?
Perhaps it was connected to the FIRST Robotics Competition? http://www.nasa.gov/home/hqnews/2009/feb/HQ_09030_FIRST.html
Crap, wrong photo for the first, here is what one of the pavement bots look like: http://img153.imageshack.us/i/washingtondc09489.jpg/
@glindagw: August 2009
There has been other sitings, my GF saw them in Chicago last month, but she did not snap a photo.
@catbertthegreat: Why are these robots? I can think of any number of things that this image might be. Skeletons. Crazy cartoon figures from Adult Swim on the cartoon channel.
@cassandratroy: They make think of robots so I call them robots. Though skeletons would be an appropriate name for them too.
@catbertthegreat: I can't remember the name of the cartoon they remind me of, but they were all over Boston last year. Remember that the Boston Police decided they were a terrorist threat? I just remembered what the cartoon was.
Aqua Teen Hunger Force, and the creatures were Mooninites. There's a picture in this Wikipedia article about it.

I like the show, but the movie was too awful to watch. I guess they're only good in fifteen minute doses.
Oops. Not last year. 2007. Time flies.
@cassandratroy: There is no indication how long they were there in the streets by the time I got to them. It could have been in response to the Mooninites scare. But I like that response. The only issues might be is technically the Mooninites in Boston were flipping people off.
The exact location of a white one (38.891919, -77.021909) and a yellow one (38.892095, -77.022091). I remembered where it is, they are actually viewable through google street view. Look near the center of the cross walks they are there. These are outside the National Archives
The metal one is in Dupont Circle.
I'm thinking, what if this is a weird geocaching game, find all the weird robots painted in the streets.
Apparently there is someone named Stickman who does Street Art and they are his works.
@lynnaux: Thank you!!! +10,000 to you. One more link this one for one in new york. I knew he was using street paint and this confirms it!: http://www.flickr.com/photos/grufnik/2365130947/

Apparently he is very prolific in New York. Since m GF saw them in Chicago and I saw them in DC there are most likely others or he really travels.
@catbertthegreat: huh I haven't heard about those. What I have heard about is the stupid Signs which is irritating to my dept. http://abcnews.go.com/WN/mysterious-funny-american-street-signs/story?id=10162700
@catbertthegreat: Whoa! That's just amazing. I wouldn't have called them robots, though. Stickman's a good name for the artist.
@hobbit: Someone did that to the signs at cal poly pomona. They added wings to the crossing guy.
Another Flickr page confirming he is in NYC, DC and Philadelphia, http://www.flickr.com/photos/93779577@N00/sets/72157604905020858/
Here's the WashPost article: http://www.washingtonpost.com/wp-dyn/content/article/2008/09/18/AR2008091803439.html
Will now be on the lookout. I haven't seen them in the past. Who else from around here is from DC?
