Can't go wrong with money.

What kind of budget are we talking about? $10? $50? $10,000?

If they are going to college, money is always useful. But if you are a parent and know what they like, a computer might also be good.

there are more questions that need to be answered to answer your question: is the graduator graduating high school and going on to college or out to the real world? or is s/he graduating college and moving back home? do they have specific needs in their life?

if the person has a specific need try to do that for them (get with other friends if it is an expensive need or set up a way to help some). if going out to the world for first time think basic life supplies (outfit to job hunt in, or dishes for the kitchen). if moving back with parents a contract explaining what is expected of them in return for a roof over their head and how long this arrangement will last (pay rent? help with bills? cook? bring date over? curfew?) for everyone's piece of mind.

but the best gift at graduation is the education (just kidding it's not having to go to class anymore!)

High school graduation or college?

For high school graduations, when the recipient is going on to college, I usually put together a bucket or crate of things that the student will find useful in school. A flashlight, deck of cards, water bottle, duct tape, silly putty, some school supplies. For students going into the dorms, I include an extension cord, another small game or two, maybe some plastic cups all packed in a 2 gallon bucket and "wrapped" with hand towels rather than tissue paper. Students commuting get an insulate food thermos or microwavable soup bowl, maybe some basic car care items, all in a crate to keep in the back of the car.

For college graduation, that's a bit different. Usually I give something for a first apartment. A recipe book and baking pan or cookie sheet is good. A kit with an extension cord, picture hanging stuff, a small tool kit, etc usually packed in a 2 gallon bucket and wrapped with hand towels.

High school: money to buy books.

College: money to pay off student loans for books (because all the book money was spent on beer).

For the love of all that is holy, stay out of Things Remembered. I know that in theory an engraved pen or desk plaque or whatever sounds like something that would make a nice gift, but in reality, it will never be used and will sit in the back of a drawer or closet somewhere. Just say no.
