Yes, it always does. You didn't specify a time frame and I know there will eventually be a woot-off. I just received my newsletter but it's unknown how much time after that newsletter the woot-off will occur.

My presumption is that the newsletter comes out the day before a Woot-Off starts.

@jsoko: You may be right but their FAQ states:

I see some orange flashing lights on the main page – what do they mean?
You have found a Woot-Off, a short term frenzied mutation of our product posting procedure. . .
. . . this may be a mode we would go into once or twice a month for a relatively short duration of time (24-72 hours generally.)

Therefore, I conclude they will probably continue in the future. How else will they get rid of their left-over products that didn't sell throughout the month?

Woot newsletters occur before woot-offs very much in the same way that consumption of pickles occurs before death. That is, anytime that there has been a woot newsletter, there has been a woot-off some time afterwards. Similarly, anytime that someone has eaten a pickle, they have died some time afterwards.

I got the newsletter at 5:00a.m. on the 15th, the aforementioned event began at 12:00a.m. TX time, 1:00a.m. my time, on the 16th. Usually, if you read them, they mention having a lot to do, or gonna be too busy, etc. so I take that as a clue.
So technically yes it's the next day.
