@chhaylatte: Try a web search for MP3 to iPhone ringtone conversion software. There's plenty of freeware that will allow you to do this. I believe there's a way to do it using iTunes but it's not that straightforward since Apple would much rather have you pay them for it. The good news is you won't have to mess with finding the part of the song you want to use as a ringtone, it's already short enough.

For the iPhone, You can download....convert to AAC file in iTunes...find the file on the computer...change the .m4p file to .m4r. This will make it into a ringtone for your iPhone. Enjoy :) Don't forget to delete the file from iTunes after converting to AAC file but keep it on the computer. Double click on the new .m4r file and it'll automatically import it into your ringtones.
