It says 'Free Calls', and then further down the page it says 'First year Free'. Can't have it both ways.. which is it?

Call are free up to a point. I have had this for about two years and never go over the maximum allowed. They do start charging you after that. It works decent. Not a premium phone service but it does work reliably and it is very inexpensive.

The "free calls" is likely inplying that the first year is included with the purchase price and then it is like $29 a year after that.

What maximum allowed? The website www.nettalk.com states that you get unlimited calls to the US and Canada (And NetTalk devices)
The first year is included when you purchase the device. Every year after is $29.95.
There are other call plans that covers calling other countries. http://www.nettalk.com/callplans
