I sooooo Need one!
I have one I bought years ago. I love it! It's great to steam vegetables in too! :)
Received this as a wedding gift three years ago. It's an excellent rice cooker! But keep in mind it's smaller than most rice cookers you see, but it makes plenty for 2-3 people.
Also available for purchase via Amazon from buy.com at the same price. I'm in for one; thanks OP.
One of the few things my wife actually asked that I bring over when I moved out of my batchelor hovel into her lovely home. I recommend highly.
Checked Amazon.com for some quick comparison shopping. This particular one IS on there, and has 3.5/5 stars. So, it's not great, but not terrible either.
Common pro's: simple and works
Common con's: element can burn/overly brown rice on bottom of cooker
For $10 though it's not a bad deal at all.

@bandrik: I have one and it works well for various kinds of white rice and for basic long-grain brown rice. Not too bad for steaming a small quantity of buns, either. It's no Zojirushi, but for the price, it does the job.
After some further research, I will either go for this one, or a little more advanced one (link below). This red Rival is simple and inexpensive and would be great for college students and anyone else on a budget. But this next one seems a better build and still not terribly expensive.
Either one will be a solid purchase, based on your cooking needs and desires. :D
Edit update: the link below is for an 8-cup (makes 16 cups of rice after cooking) model. So great if you want more rice, but not if you don't want a bigger unit. Pick which is most suitable.

I love this little thing. I use it more often for hot bean and cheese dip or artichoke and spinach because of the size..mmmm...mmm...
DEAL OVER! It's sold out. Maybe they'll restock, but for now they're out of stock on both the original link above, and the Amazon.com one (it's switched from Buy.com to another seller. Same price but now with $6 shipping)
If you still want a small and cheap one, I recommend this one:

NOTE that it is SMALLER. I read that it's 3 cups COOKED, 1.5 cups uncooked. IF that is the case, it's 1/2 the size of the Rival one.
Dang, I saw this on my way out the door and was going to buy it when I got home, seems I got home too late.
back in stock, (original link) from Buy.com with free shipping but for $16.99 now...
Rival brand is not good.
I bought a bigger rice cooker and the nonstick came off within a month sticking with rice.
