@1298ty: Steam only said that "only retail copies are allowed."

Games purchased from intkeys are retail copies. Intkeys buys physical retail copies in Russia where they are priced cheaper.

Intkeys staff then personally scans the physical CD and box and sends you the images from the physical copy. Then they throw the CD and box away because that license is now used.

This is no different from your friend buying a physical copy from another cheaper store that isn't located near you and sending you the info.

Most games sold on their website are region-free and do not require any form of VPN to activate. The Box is the same as you would see in a Gamestop in the US.
