No, it's not a green miracle; water doesn't power it. Water serves as an electrolyte for a battery- a chemically active metal actually powers it and once it's all reacted, all the water in the world won't help. Same idea as the potato clock: runs on gee-whiz, relies on science illiteracy. There's a lot of that around.
