I'm pretty sure that this is always the case.
Yeah, either pick them up free at the local post office or create an account online and have them delivered. Always been that way.
Also, I have never had these things actually show up- have you? I always end up having to go get them anyways.
Mine were delivered, it just takes a little time...
It has been my experience that shipping materials are not free inside the post office, at that point you need them pretty bad... I have done this before and it takes quite a while to get the boxes, almost 3 weeks for me. Also, they tell you that it is illegal to use their flat rate boxes for anything else other than shipping.
You can get both free flat rate and priority mail boxes (and envelopes) shipped free to you from usps.com. As others have noted, it does take some time for them to arrive. The priority mail boxes are nice because in many cases you can save on shipping compared to the flat rate if your item isn't too heavy and you are not shipping very far away.
@rooopert2002: Shipping materials are not free - flat rate shipping boxes are. Post Office sells boxes but this type are free.
@rooopert2002: What else would you use them for?
It would be pretty funny to use the box for packing and then send it UPS!
Speaking of funny- I saw a photo collage of someone who used one of these to ship rolled coins- over 60 lbs of pennies and they got the flat rate!
