These tags are QR codes, so pet recovery is on the basis that 1) a person will catch the loose animal, 2) that person will have a smartphone 3) that person will have a QR code reader app on said smartphone 4) they will scan the tag 5) they will fill out the info on the form about how to recover the loose (now captured) animal.

@compassstl: You are absolutely right. This is nothing more than a way to collect money, rather than help retrieve a dog. A tag with the dog's name and a phone number is way more cost effective and will get results!
