I'm not an astronomer, but I've been considering getting a telescope and learning. Would this be a decent choice for a starter telescope?

I'd recommend learning some stars, planets, and constellations first. The Stellarium software is free, and it has a night mode for running on a laptop outside. For a guided audio tour, get the Celestron Skyscout. Next, use a pair of binoculars for a couple of nights. The book Turn Left at Orion will give you plenty of things to find. Finally, get a telescope, but beware of Christmas Trash scopes sold this time of year. A star party can be found on Criagslist or MeetUp.
