This is a prototype that this person is building, basically it's a penny shooter the size of a business card. The shipping to my address was $3 so that brings the price up to $11 for one. Watch the video and see how it works. ALso on his website is a business card catapult which is $5 I think. I bought one of each and the shipping was still $3 total. Enjoy.

I saw the catapult version of this on Instructables a while ago... (see "cards" tab on the referenced site) it works well, but is tedious to build.

The penny launcher looks good, but seems to be out of stock.

It's too bad about the soldout issue. However on the site there is still the instructions to build the catapult, and also a file about the penny shooter. So if you are interested you could still make your own. Hopefully he figures out how to mass produce them quickly.
